Effective date of this calendar, unless otherwise indicated, is Sept. 1, 2001 to Aug. 31, 2002.
Each student attending Kwantlen must accept her or his responsibilities as an adult and adhere to University College policies, procedures and deadlines as published. This information is printed in the Calendar and in other University College publications. Questions regarding these matters may be directed to Counselling or the Office of the Registrar.
It is each student's responsibility to attend classes regularly, to keep work up to date and to complete assignments as required. Final grades are based largely on completed assignments, tests and class participation.
Attendance and Performance in Individualized, Continuous-Intake Programs
Students in individualized, continuous-intake courses or programs at Kwantlen University College are expected to attend classes regularly, to be punctual, and to demonstrate a satisfactory rate of progress within the time guidelines set for the course or program. Failure to meet these expectations may result in failure in the course or program.
While Kwantlen has deliberately avoided imposing attendance and progress requirements in an effort to encourage students to accept personal responsibility, the nature of the courses or programs and the structure of the curriculum in these programs are such that a policy is required. The primary responsibility for enforcement of this policy rests with the instructor.
Because many of these courses or programs simulate the work place or job environment, the following specific areas of concern are addressed by this policy:
- Students with irregular attendance;
- Students who habitually arrive late and/or leave early, or who take prolonged rest breaks;
- Students who may have satisfactory attendance but who do not demonstrate reasonable progress through the course or program.
The Kwantlen policy on Student Conduct applies to students whose conduct disrupts the learning environment.
Any student under the sponsorship of the Human Resources Development Canada (HRDC) must meet the requirements of that agency. Kwantlen assumes responsibility for complying with the reporting procedure required by HRDC.
Progress
A student whose progress through the course or program is not satisfactory will be required to undertake a performance contract.
The maximum number of times an exam or project can be repeated in a course will be approved by the Department Curriculum Committee and will be shown on the program's course outlines. A student who does not pass the exam or project after the specified number of attempts will be deemed to have failed the course.
Special needs students may present circumstances that could exempt them from meeting the same attendance or progress standards that are normally expected of other students.
Attendance
If a student is absent for three (3) consecutive instructional days without having previously notified Kwantlen or the instructor or contacted the instructor during that period, the student will be considered to have withdrawn from the course or program. The student may apply to re-enter the program; normally such re-entry will only be permitted once.
If an instructor considers a student to have an unsatisfactory attendance record, the instructor shall require the student to undertake a performance contract that may include the following or other conditions:
- A student unable to attend class shall notify Kwantlen or instructor(s) within two (2) hours of the start of class
- A student who is absent more than three (3) consecutive days having previously notified Kwantlen or instructor may be required to provide Kwantlen or instructor with supporting documents upon return to class.
If a student, by reason of late arrival, early departure or extended coffee or lunch breaks, does not in the instructor's view spend sufficient hours in the school day on work assignments, the instructor may require the student to enter into a performance contract.
Performance Contracts
All performance contracts will be in writing and will include realistic and explicit steps that the student should take to remedy the problem, the length of time of the contract, and the means of evaluating success or failure in meeting the terms of the contract. A student who fails to meet the terms of a performance contract will be deemed to have failed the course or courses to which it applied.
Re-Entry to a Course
A student who fails a course may apply to re-enter the course upon payment of a reinstatement fee. Normally, such re-entry will only be permitted once.
The program faculty may specify conditions for re-entry. For instance, a student may be required to complete appropriate upgrading before being allowed to re-enter the original course or program.
Appeals
A student who wishes to be exempted from attendance or performance requirements should discuss these matters with the instructor(s) at the beginning of the course or program. A student who is given a performance contract and who is in disagreement with the reasons for (or the terms of) the contract or who is deemed to have failed a course or program in accordance with this policy, may appeal, in writing, to the Dean responsible. Should the student be dissatisfied with the resolution, she or he may request a review by the appropriate Kwantlen Appeal Committee.
Attendance and Performance in Semester and other Fixed-Term Programs
Certain courses are structured to simulate a workplace or job environment. Others require that students work extensively in groups to meet the course objectives. In both cases, students are expected to attend classes regularly, to be punctual, and to demonstrate a satisfactory level of performance and rate of progress within the timelines set for the various course activities. Failure to meet these expectations may result in failure in the course or disciplinary action.
While Kwantlen has deliberately avoided imposing attendance and progress requirements to encourage students to accept personal responsibility, the nature of certain courses is such that a policy is required. The primary responsibility for enforcement of this policy rests with the instructor.
The following specific areas of concern are addressed by this policy:
- Students with irregular attendance;
- Students who habitually arrive late and/or leave early, or who take prolonged rest breaks;
- Students who consistently fail to meet their obligations as team members in courses where this is a significant requirement.
Courses where this policy applies will be so identified by the appropriate curriculum committee. Once approved, a statement to the effect that this policy applies will be included in the evaluation section of the course outline and in the course presentation forms.
In courses where this policy is deemed to apply, the following procedures will be followed:
- If a student has an unsatisfactory attendance record, the instructor may require the student to undertake a performance contract;
- If a student, by reason of late arrival, early departure, or extended coffee or lunch breaks, does not spend sufficient hours on work assignments, in the instructor's view, the instructor may require the student to enter into a performance contract;
- A student whose performance in team projects is not satisfactory, in the instructor's view, may be required to undertake a performance contract.
All performance contracts will be in writing and will include realistic and explicit steps that the student should take to remedy the problem, the length of time of the contract, the means of evaluating success or failure in meeting the terms of the contract, and the penalties which may be imposed if the terms of the contract are not satisfied.
Any student who is given a performance contract and who is in disagreement with the reasons for (or the terms of) the contract may request, in writing, that the matter be referred to the responsible Dean for review. Should the student be dissatisfied with the resolution, she or he may request a review by the appropriate Kwantlen Appeal Committee.
Where a student fails to fulfil the terms of a performance contract, a failing grade for the course may be assigned or disciplinary action may be initiated under the Kwantlen Student Conduct policy.
Students have the right to consult at any time with a College counsellor or student Ombudsperson about difficulties they may be having.
Change of Address
In order to ensure that grade statements, registration materials, Tuition Fee and Education Certificates (T2202A) and other mailings reach students in a timely manner, all changes of address and/or telephone number must be reported to the Office of the Registrar. You may do this in writing using a Student Status Change Form, or using Kwantlen's on-line web services. Kwantlen will not accept responsibility for problems caused by incorrect or out-of-date address information.
Change of Name
A student who changes her or his legal name subsequent to applying and being accepted at Kwantlen must officially notify the Office of the Registrar in writing and provide official documentation of the change (e.g. copy of marriage certificate). Similarly, a student who is providing documents to Kwantlen which have been issued under a previous name must also provide official documentation of the change. A Student Status Change Form may be used to notify Kwantlen.
Change of Program
A student who changes her or his program of studies must notify the Office of the Registrar in writing by the application deadline for the program. This will ensure that the student is classified properly and receives appropriate registration and other materials. A Program Status Change Form may be used for this purpose.
Financial Obligations of the Student
Kwantlen expects every student who receives services for which a financial obligation is incurred to meet that obligation. College staff are empowered to act in accordance with established procedures to carry out the intent of this policy and, if necessary, initiate action to ensure that collection matters are brought to a timely and satisfactory conclusion.
Admission to Kwantlen, permission to register in programs or courses, the issuing of official transcripts, the issuing of enrolment verifications and the issuing of degrees, associate degrees, diplomas, certificates or citations may be withheld for failure to meet financial obligations to Kwantlen.
Student Conduct
Students must maintain an appropriate standard of conduct. They must obey the law and College regulations, demonstrate respect for all persons on the campus, and display mature conduct. They are held responsible for their individual or collective actions.
Kwantlen must maintain an environment conducive to learning. It may require students to leave the educational setting, so as to preserve the environment or to ensure safety. Kwantlen has developed procedures that take into account the interests of all persons involved.
The Student Conduct policy addresses Kwantlen's major concerns about misconduct, disruptive behaviour and safety within the Kwantlen University College community. The faculty and staff are responsible for dealing with minor misconduct. The Vice-President has the authority to respond to more serious situations. The power to suspend or expel a student from Kwantlen resides entirely with the President.
Failure by students to maintain appropriate standards of conduct may result in the initiation of disciplinary action by the University College. Without limiting the generality of the foregoing, students may be subject to disciplinary action for conduct including but not limited to:
- Conduct disruptive to the teaching/learning process
- Failure to comply with the reasonable directions of University College staff or faculty
- Failure to meet basic attendance requirements as stipulated for continuation in courses and programs;
- Falsification of any University College document or the supplying of false information to the University College
- Theft
- Unauthorized entry to University College properties
- Physical abuse or threats of violence, disorderly conduct and disturbing the peace
- Sexual harassment
- Behaviour that contravenes the B.C. Human Rights Act, as amended from time to time
- The possession, use or sale of narcotic or illegal drugs on campus or at official University College functions
- The possession, use or sale of intoxicating beverages on campus without the permission of the University College administration
- Behaviour that significantly interferes with University College operations
- Behaviour that may endanger the health or safety of employees or students of the University College
- Damage to or misuse of University College property
- Possession of offensive weapons
- Violation of University College policies or campus rules and regulations
- Failure to fulfil the terms of a performance contract
- Plagiarism or cheating
- Any unauthorized use of the Registration and Grade Reporting System., or other interference with the Registration process
Any infractions that are observed by members of the Kwantlen community should be referred, as soon as possible, in writing to the Vice-President, Education or her or his designate. Referral should be made to security personnel or police where appropriate. A written report of such referral must be given promptly to the Vice-President, Education.
Where danger exists to the student or to others, the employee responsible may immediately prohibit the student from further participation in the educational setting. The circumstances surrounding such action will be referred, as quickly as possible, to the Vice-President, Education or her or his designate for review.
Disciplinary action may be, but is not limited to, the following:
- A written reprimand
- A disciplinary performance contract
- Suspension from a semester-length course or program for a period of not more than one (1) week;
- Suspension from a continuous-intake course or program for a period of not more than one (1) month;
- Referral to the University College President for suspension from the University College.
If it is determined that a complaint is of a frivolous, vindictive, or vexatious nature, appropriate action may be taken (which may include discipline). Students may appeal disciplinary action to the President. Suspension by the President from the University College may be appealed directly to the Board of Governors. All appeals must be initiated in writing within fifteen (15) working days of the disciplinary action/suspension.
