Limited cultivation of flowers and other ornamental plants may be permitted at the discretion of the Development Authority; (3) There is no creation of noise, dust, vibration, odour, smoke, glare, fire hazard, or any other hazard or nuisance, to any greater or more frequent extent than that usually experienced in the applicable zone under normal circumstances.	6.7
